I address this open letter to the ELN Central Command, headed by its commanders and spokesmen, Antonio Garcia, Francisco Galan, Juan Carlos Cuellar and Pablo Beltran; their fronts, their bases and their support communities, just past the December 25, the day we celebrate the birth of Jesus, and knowing in advance deep religious devotion and his genuine desire to move decisively on the path of peace and final abandonment of weapons.

Gentlemen, we can say higher, but not clearer: the ELN can not continue to use human shields to defend their ideals.

The ELN can not continue to use the lives of thousands of people as a bargaining chip in negotiations. The ELN terror does not need to denounce injustice.

Kidnapping is the worst form of torture, terrorism and forced disappearance and most degrading humiliations.

Kidnapping is no different than a disastrous free market is a practice of slavery and slavery can not be a means of liberation. It has therefore been classified as an extremely serious crime under the universal jurisdiction, it injures the conscience of humanity.

Slavery and torture are crimes that do not prescribe, and that if the ELN is not resolved now as part of a political agreement, I assure you with the same determination with which we have prevented the impunity for violations committed by paramilitaries , we will prevent impunity for crimes committed by you.

The ELN can not remain part of the goods of terror. This has to stop. No more excuses, no more procrastination, no more hesitation.

The country demands the immediate and unilateral release of all hostages still in power. That is the only acceptable symbol of peace is the only gesture that can bring together the nation around the desire for peace and is the only way the international community and those who humbly serve the cause of peace we can support, protect and verify this process.

Freedom is a non-negotiable principle.
